Introduction
During FY 2024–25, the North and East zones of India witnessed significant growth in industrial construction activities, underscoring their rising importance in the national industrial landscape. As part of our ‘Zonal Analysis, Series: 2’ (Part 2 of 4), this article focuses on these two pivotal zones – the North and East Zone. The North Zone, with the largest geographical coverage, experienced strong industrial momentum, driven by its vast geography and diverse economic base. Meanwhile, the East Zone recorded steady growth in manufacturing and warehousing, fueled by regional and national initiatives.
This analysis examines the major developments and emerging trends in these regions during FY 2024–25 and highlights the growing contributions of both zones to India’s industrial growth story.
Overview
Government initiatives, infrastructure development, and increased investments primarily drove industrial sector growth in the North Zone. The region initiated numerous industrial projects, particularly in the manufacturing and warehousing sectors. In Q3 FY 2024–25 alone, the North Zone recorded 242 new industrial projects, leading in project announcements. These projects covered 43.12 Million-SqFt, with a combined project cost of 34,425 INR-Crore. In the same financial year, the government implemented reforms that simplified business procedures, reduced compliance burdens, and improved transparency, making the North Zone more attractive for industrial investments. States such as Uttar Pradesh, Rajasthan, and Haryana attracted major industrial investments.
The East Zone witnessed significant growth in the past financial year, driven by strong policy interventions, increased private sector participation, and enhanced infrastructure connectivity. The region focused on developing Grade-A warehousing facilities and promoting cluster-based models to support MSME growth. In particular, the manufacturing sector experienced robust expansion, especially in steel, cement, food processing, and textiles, owing to proactive policy implementation. The surge in e-commerce and logistics demand spurred the development of Grade-A warehousing.
The East Zone also saw a growing emphasis on green energy, with solar and wind power integration in manufacturing facilities across Jharkhand and Odisha. Meanwhile, Bihar and West Bengal advanced cluster-based MSME development in sectors such as textiles, handicrafts, leather, and food processing. Several government initiatives played a pivotal role in driving industrial growth. For example, Odisha’s Industrial Policy 2024 attracted over 15,000 INR-Crore in investments for new steel and renewable energy projects. Jharkhand’s Electric Vehicle Policy 2024 led to proposals for two new EV component manufacturing units.

Part A: North Zone
Construction Projects in the North Zone
In the last financial year, Biltrax tracked nearly 1,018 industrial projects in the North Zone through its BX-2 platform. These projects cover more than 130.67 Million-SqFt, with an estimated construction cost of 146,692 INR-Crore.
State-wise Construction Overview of the North Zone (Based on Project Value)
Of the total projects tracked on BX-2 in the North region during FY 2024-25, Uttar Pradesh led in terms of total project value. The state implemented 260 projects, spanning a total construction area of 57.01 Million-SqFt, valued at 74,915 INR-Crore. This represents 51.07% of the total project value in the North Zone. Uttar Pradesh is also coming up with projects like the Yamuna Expressway expansion and the Purvanchal Expressway, which result in enhanced logistics and connectivity. Initiatives such as the Uttar Pradesh Electric Vehicle Manufacturing Policy encourage sustainable practices and the adoption of renewable energy. The “Make in Uttar Pradesh” initiative aims to enhance manufacturing projects, particularly in the automobiles, textiles, and electronics sub-segments.

% Market Share (Based on Project Value)
Apart from this, Uttar Pradesh is rapidly establishing itself in semiconductor and electronics manufacturing with a 3,706 INR-Crore joint venture between HCL and Foxconn to set up an Outsourced Semiconductor Assembly and Test (OSAT) facility in Jewar. This facility will produce display driver chips, critical components for smartphones, supporting India’s localization push in electronics manufacturing.
Meanwhile, Jammu and Kashmir saw the highest number of projects in FY 24-25, totalling 268 projects. The state contributed to substantial projects mostly supported by the policy reforms in Jammu and Kashmir’s industrial sector that focused on enhancing ease of doing business, promoting startups, investing in traditional industries, and encouraging sustainable practices, all contributing to the region’s overall economic development.
Major Sub-segments
In FY 2024–25, the North region witnessed notable expansion across multiple industrial sub-segments, showcasing a dynamic and resilient growth trajectory. According to BX-2 data, a total of 919 projects were registered within key manufacturing sub-segments across this zone, spanning 118.10 Million-SqFt, and valued at approximately 140,058 INR-Crore.
The Electronics sub-segment marked the highest project value – 34,167 INR-Crore with 100 project announcements in the region. In terms of projects, the Food Processing sub-segment led, with 146 projects for a cost of 19,390 INR-Crore. Uttar Pradesh, Haryana, and Jammu and Kashmir were the key states with projects in this sub-segment. This primarily benefits from Make in India and PM Kisan Sampada Yojana initiatives, which have established Mega Food Parks providing shared infrastructure and utilities.

Together, they are actively developing a total construction area of 8.28 Million-SqFt. Praj Industries Limited and Hi Tech Competent Builder Private Limited follow in the second and third ranks, respectively, with projects valued at 1,794 INR-Crore and 1,550 INR-Crore.

The firm is delivering projects covering 4.45 Million-SqFt, representing 6.91% of the total industrial construction area in the North Zone. Meanwhile, VMS Engineering & Design Services Private Limited (VMS Consultants Ahmedabad) ranks second, managing a major project spanning 2.4 Million-SqFt. This project has a total cost of 2,112 INR-Crore, accounting for 5.86% of the overall project value in the region.

In the last financial year, Biltrax Construction Data tracked nearly 540 industrial projects in the East Zone through its BX-2 platform. These projects cover more than 106.85 Million-SqFt, with an estimated investment cost of 349,440 INR-Crore.

Among the projects that were tracked in FY 2024-25 by BX-2, in the East Zone, Odisha led in the project value. The state implemented 204 projects that spanned a total area of 58.8 Million-SqFt, with a project value amounting to 297,481 INR-Crore. This equals 85.13% of the total project value mapped in the East Zone. This significant surge is a result of Odisha’s flagship investment summit, Make in Odisha Conclave 2024, that attracted massive investor attention, securing investments worth 5 Lakh INR-Crore. The event focused on high-potential sectors like green steel, green hydrogen, chemicals, food processing, and electronics — accelerating MoU signings and project announcements.
It can also be attributed to the Odisha Industrial Policy 2024 (Revised) that introduced enhanced incentives for large industries, greenfield projects, and sectors such as green hydrogen, steel, chemicals, renewable energy, and logistics. Odisha’s rich reserves of minerals (iron ore, bauxite, coal), along with the expansion in infrastructure, have made the state with the largest number of projects in the last financial year.

The projects mapped in the East zone covered various sub-segments across different states. BX-2 recorded major sub-segments totaling worth of 341,756 INR-Crore. Major projects of these were of the sub-segments steel and solar panels, with both of them having 70 projects with a cost of 180,612 INR-Crore, which covers almost 52.76% of the total project value of all the projects that were tracked.
