Introduction
In this final article of our Industrial ‘Zonal Analysis, Series: 2’ (Part 4 of 4), this article focuses on these two pivotal zones – the Central and Northeast Zone. The Central Zone recorded a strong wave of renewable and mining-led investments during FY 2024–25, supported by the launch of new industrial zones. Meanwhile, the Northeast Zone, with its strategic location and untapped potential, made steady industrial progress. Both regions benefited from targeted government policies and investments, fueling expansion across manufacturing, warehousing, and logistics.
This analysis examines the major developments and emerging trends in these regions during FY 2024–25 and highlights the growing contributions of both zones to India’s industrial growth story.
Overview
In the Central Zone, Madhya Pradesh declared 2025 as the “Year of Industry,” sparking major investment inflows. Proposals included 5.72 Lakh INR-Crore in renewable energy, 3.22 Lakh INR-Crore in mining, and 21,000 INR-Crore in MSME-focused schemes. The state’s multi-sector incentives aim to double its industrial GDP from 2.9 Lakh INR-Crore to 6 Lakh INR-Crore by 2030, offering freight reimbursements, subsidies for green industrialisation, wage support, and ZLD (zero liquid discharge) infrastructure.
Madhya Pradesh also attracted sector-specific proposals—engineering, food processing, textiles, and pharmaceuticals. Meanwhile, Chhattisgarh maintained its focus on steel, ferroalloys, and mineral-based industries. Major expansions came from Godawari Power & Ispat and Jindal Steel & Power in Raigarh and Bilaspur. At the same time, the state diversified into electronics manufacturing in Naya Raipur, supported by a dedicated cluster. Agro and forest-based industries also gained traction, with proposals emerging in Dhamtari and Jagdalpur.
The Northeast Zone also saw strong industrial activity, especially in food processing, agro-based industries, and logistics. States such as Assam, Tripura, and Meghalaya recorded a sharp increase in project announcements. To bridge workforce skill gaps, the UNNATI scheme introduced tailored training programs, while NEIDS (North East Industrial Development Scheme) extended fiscal incentives to manufacturing and service sector units.
National initiatives amplified this progress—the Make in India program boosted local manufacturing in textiles, handicrafts, and agro-processing. Meanwhile, the National Single Window System (NSWS) streamlined approvals, improving the ease of doing business across the region.

Part A: West Zone
Construction Projects in the Central Zone
In the last financial year, Biltrax’s BX-2 platform tracked 298 industrial projects in the Central Zone. These projects cover nearly 66.81 Million-SqFt, with an estimated investment cost of 69,144 INR-Crore.

Of the total projects tracked on BX-2 in the Central region during FY 2024-25, Madhya Pradesh led in terms of total project numbers. The state implemented 202 developments valued at 49,032 INR-Crore and spanning 35.42 Million-SqFt. These accounted for nearly 68% of the total projects mapped in the region. In contrast, Chhattisgarh recorded fewer projects – 96 in total – but with a higher average project value. Together, they covered 31.39 Million-SqFt at an estimated cost of 20,112 INR-Crore. This reflects the state’s focus on capital-intensive industries, particularly in sectors tied to forest produce and agro commodities.
Both states also advanced logistics infrastructure to strengthen supply chains. Key proposals included the Integrated Logistics Park in Raipur and the Multi-Modal Logistics Park (MMLP) at Itarsi in Madhya Pradesh. Both projects are designed to improve regional connectivity and streamline movement across Central India.

Major Sub-segments
In FY 2024–25, the Central Zone’s industrial landscape was driven by diverse manufacturing sub-segments. BX-2 tracked 270 projects in the zone, valued at 63,167 INR-Crore. Within this, the metal sub-segment recorded the highest project value, while food processing led in project numbers, with 45 projects worth 6,822 INR-Crore. The steel sub-segment ranked second in value, underscoring the region’s continued strength in heavy industries. Collectively, metal, steel, and food processing projects accounted for 52.25% of the total project value mapped in the Central Zone.

Leading industry players reinforced this trend. Jindal Steel & Power and Godawari Power & Ispat advanced metal-based projects in Raigarh and Bilaspur, capitalizing on the region’s raw material reserves. The Chhattisgarh Industrial Policy 2019–2024 further bolstered growth by offering targeted subsidies and power tariff concessions to mineral-based industries.

The firms are spearheading projects worth 870 INR-Crore and 1,760 INR-Crore, respectively. These two firms alone cover nearly 30% of the total project value mapped in the Central Zone.

EICS Consultancy Private Limited and SN Pingle Consultants followed closely with three projects each. Collectively, the top ten firms alone contributed 69% of the zone’s total project value.

Part B: Northeast Zone
Construction Projects in the Northeast Zone
In the last financial year, Biltrax tracked 92 industrial projects in the Northeast Zone through its BX-2 platform. These projects cover more than 9.49 Million-SqFt, with an estimated project value of 9,370 INR-Crore.

Of the total industrial projects tracked on BX-2 in the Northeast region during FY 2024-25, Assam led in terms of total project value. The state implemented 73 projects covering an area of 8.37 Million-SqFt, having a total project value of 8,385 INR-Crore. The state alone contributed to nearly 89% of the zone’s overall project value. Assam is steering growth across renewables, high-value tech industries, and infrastructure development. A key milestone was the Advantage Assam 2.0 Summit held in February 2025, which facilitated the signing of MoUs worth 22,900 INR-Crore. These projects spanned waste management, solar energy, and ethanol production sectors. The projects are expected to strengthen industrial infrastructure while creating around 6,000 new jobs, underscoring Assam’s rising industrial prominence.
To complement this growth, the state is advancing plans to establish a Core Transshipment Hub, supported by eight satellite logistics parks. Designed to integrate road, rail, water, and air cargo, the initiative targets sub-24-hour cargo turnaround times by 2040. It also aims to boost exports of high-value products such as kiwi, ginger, and bamboo, positioning Assam as a strategic logistics hub for Northeast India. Meanwhile, Tripura earned recognition as a “Fast Mover” in the LEADS (Logistics Ease Across Different States) 2024 report. This further reflected its improved logistics infrastructure and enabling business environment. This progress has contributed to the Northeast’s overall industrial growth during the year.

Major Sub-segments
In FY 2024-25, the Northeast region experienced significant developments across various industrial sub-segments, reflecting diverse and robust growth. BX-2 recorded 82 projects across major sub-segments of the manufacturing sector in this zone. These projects encompass a total area of 7.75 Million-SqFt with a total project value of 9,137 INR-Crore. The cement sub-segment led the Northeast Zone in terms of project value, accounting for 4,520 INR-Crore. Meanwhile, the food processing sub-segment recorded the highest number of project announcements in FY 2024–25. Of the 44 food processing projects, 28 were under construction, representing 20% of the zone’s total project value. In comparison, the cement sub-segment saw 7 projects, with 5 located in Assam, each carrying an investment of over 100 INR-Crore.

Additionally, the Tata Group announced a substantial investment of approximately 27,000 INR-Crore in Assam over the next five years. To support and attract such large-scale industrial investments, the Assam government unveiled plans to develop new industrial parks across multiple cities, including Dibrugarh, Golaghat, Silchar, Jagiroad, Palashbari, Tezpur, and Nalbari. These parks will feature plug-and-play infrastructure, designed to facilitate swift operations for industries and stimulate economic growth in the state.
