Under initiatives such as the PM Gati Shakti National Master Plan, Amrit Bharat Station Scheme, and Khelo India, the government is enhancing multi-modal connectivity, while also investing in the grassroots and elite levels of sports infrastructure.
In the Union Budget 2024–25 announced in July, the government allocated an estimated 25,000 INR-Crore towards capital expenditure for metro rail and Mass Rapid Transit System (MRTS) projects. This marked a 7.8% increase over the previous financial year. It further reflects the broader vision of advancing connectivity through an integrated transport network. Key Initiatives during FY 2024-25 in the Transport & Sports Infrastructure Sector:
- In the Union Budget 2024–25, a Transit-Oriented Development plan was announced for 14 major cities with populations exceeding 3 million. This initiative focuses on integrating land use and transport planning to promote sustainable urban growth around metro corridors.
- The Airports Authority of India (AAI) is planning a capital expenditure (capex) of about 30,000 INR-Crore in the next five years to build and revamp airport infrastructure across the country.
- As per the draft plan made by the country’s airport authority, India is planning to more than double its airport count to 300 by 2047 on the back of an eightfold increase in passenger traffic. This will further involve developing existing airstrips to full-scale airports and building new ones from scratch. The draft plan also showed that around 70 airstrips can be developed into full-fledged airports.
- Western Railways proposed to build several new railway stations, including 36 in Gujarat. The Railway Board has already approved the same. The proposal includes 10 stations on the Chhota Udepur – Dhar railway line, 16 on the Dahod – Zabua – Dhar – Indore railway line, and 4 on the Naliya – Jakhau port railway line. Additionally, 1 station is proposed each on the Modasa – Shamlaji road and Bhimnath – Dholera route.
- The Andhra Pradesh State Government approved a pre-feasibility study for the development of six new greenfield airports as part of its plan to transform the state into a multi-modal logistics hub. The new airports are proposed to be set up at Kuppam, Srikakulam, Nagarjuna Sagar, Tuni-Annavaram, Ongole, and Tadepalligudem.
- According to the Ministry of Railways, the Indian Railways is undertaking a major station redevelopment drive under the ‘Amrit Bharat Station Scheme’. Under the scheme, 1,337 stations were identified for modernization. Tenders were also awarded and work begun at 1,198 of these stations, while the rest are at various stages of planning and tendering. This initiative is expected to further boost economic growth through increased employment and improved infrastructure.

During FY 2024-25, the South zone led with the highest construction value of 11,650 INR-Crore, implementing 22 projects. This accounted for over 56% of India’s total construction value in the Transport & Sports Infrastructure sector. It further indicates a strong focus on large-scale infrastructure developments. Meanwhile, the West zone topped in terms of project numbers during the last financial year. The zone accounted for 35 projects with a construction cost of 5,628 INR-Crore.
Segment-wise Construction Overview

In this section, we highlight the top segments that shaped the transport and sports infrastructure sector during FY 2024-25.
During the last financial year, the top three transport infrastructure categories by construction value were Metro Lines, Railway Station Redevelopments, and Airport Terminals. These together accounted for 16,115 INR-Crore in construction cost, representing 77.87% of the total construction cost. This included 7 metro line projects (7,786 INR-Crore), 9 airport terminal developments (4,209 INR-Crore), and 2 major railway station redevelopments (4,120 INR-Crore).
Although the BX-1 platform identified only two railway station redevelopment projects during FY 2024–25, the segment led in terms of construction value (4,120 INR-Crore) owing to their high capital intensity. A key example is the proposed KRIDE Bengaluru Suburban Rail Project, Bangalore (Channasandra – Rajankunte)
The project covers key suburban rail corridors in Bengaluru, including Channasandra–Rajankunte (22 Km), KSR Bengaluru–Devanahalli (41 Km), Baiyappanahalli–Chikkabanavara (25.14 Km), Kengeri–Whitefield (35.52 Km), and Heelalige–Bemmiganahalli (24 Km). Moreover, it envisions the construction and development of railway stations and supporting infrastructure. The new stations proposed at Channasandra, Horamavu, Hennur, Thanisandra, RK Hegde Nagar, Jakkur, Yelahanka, Muddenahalli, and Rajankunte. Key stakeholders in the project include L&T Constructions as the EPC contractor, NCC Limited for civil works. Meanwhile, the consultants include RITES Limited for DPR/feasibility studies, Egis India Consulting Engineers Pvt. Ltd, AECOM India Pvt. Ltd., and Louis Berger Consulting Pvt. Ltd. for project management (PMC) services. Strategically, this development will decongest Bengaluru’s urban core and also boost regional connectivity, supporting long-term economic growth.
