Andhra Pradesh clears 29,253 INR-Crore Dugarajapatnam Port and mega shipbuilding cluster under new SPV

The Andhra Pradesh Maritime Board and Visakhapatnam Port Authority will jointly develop the Dugarajapatnam shipbuilding cluster in Tirupati district, Andhra Pradesh. A 50:50 special purpose vehicle, National Shipbuilding & Heavy Industries Park Andhra Pradesh Ltd (NSHIP-AP Ltd), will implement the project. The project carries an estimated investment of 29,253 INR-Crore.

The proposed cluster will include shipbuilding yards, ship repair facilities, and heavy marine engineering infrastructure. The development will also accommodate ancillary industries supporting ship construction and maritime manufacturing. Each shipbuilding cluster is expected to host one or more large shipyards. The combined capacity may reach about 1.2 Million Gross Tonnage per year, with at least one anchor shipyard designed for 0.5 Million Gross Tonnage annually.

The state has also approved land allocation for the development. The Andhra Pradesh Maritime Board will acquire around 2,000 Acres of land and transfer it to the SPV as the state’s equity contribution. The Union government will develop the cluster under the Shipbuilding Development Scheme. The programme has a budget allocation of 19,989 INR-Crore for the development of greenfield shipbuilding clusters across coastal states. 

The Dugarajapatnam shipbuilding cluster will bring integrated shipyard and marine engineering infrastructure under a single industrial ecosystem. The project is expected to strengthen shipbuilding capacity and expand maritime manufacturing infrastructure along India’s eastern coast.
