Bihar Government signed technology MoUs worth an estimated 468 INR-Crore during the AI Summit held in Patna. The agreements focus on setting up a dedicated research park and an Artificial Intelligence (AI) center in the state. The initiative aims to strengthen Bihar’s digital ecosystem and attract technology-led investments.
A key proposal under the MoUs is the establishment of a research park in Patna at 250 INR-Crore. The facility will provide plug-and-play infrastructure for startups and technology firms. It will include incubation centers, research labs, and collaborative spaces. The park is expected to promote industry–academia partnerships and accelerate innovation.

Additionally, the state will set up a Center of Excellence in Artificial Intelligence (AI) at the IIT campus in Bihta. The project will involve an investment of 60 INR-Crore. The AI center will focus on advanced research, AI model development, and skill training. It will further support sector-specific AI applications in healthcare, agriculture, education, and governance.
The state will implement the investment in phases. The projects will generate significant employment in data science, software engineering, research, and allied services. The government also signed MoUs with GCC and IT units under the Bihar GCC Policy 2026 and the Bihar IT Policy 2024. These include Red Cyber with an investment of 103 INR-Crore, GrowQR with 30 INR-Crore, and CIPL with 25 INR-Crore. Moreover, the initiative will support startup incubation and innovation-driven enterprises across the state.
Overall, these MoUs signed at the Bihar AI summit mark a structured push to expand the state’s presence in artificial intelligence and advanced technology research while strengthening its long-term innovation infrastructure.
