Introduction
In this third article of our ongoing ‘Zonal Analytics’ series, we highlight the building construction outlook of East Zone for FY 2024–25. Utilising Biltrax’s BX-1 platform, the analysis offers a detailed look at the region’s development activity across various sectors. These include residential, commercial, retail, hospitality, healthcare, data centers, educational institutions, multi-level car parks, entertainment hubs, religious buildings, and other miscellaneous structures.
During the last financial year, India’s East zone showcased notable economic and developmental strides. These were underpinned by robust infrastructure expansion, housing growth, and skill development initiatives. One of the major policy thrusts driving growth in the East was the launch of the Purvodaya Initiative under the Union Budget 2024. This pan-regional strategy was designed to unlock the economic potential of the Eastern states by improving infrastructure, enhancing human capital, and generating employment. Under this initiative, substantial investments were made to strengthen the region’s education and healthcare sectors. It further focused on promoting skill development and industrial activities, transforming the East zone into a potential economic powerhouse.
The East zone further witnessed steady progress in regional development during FY 2024-25, with housing and skill development emerging as core focus areas. Odisha is advancing affordable housing initiatives to support economically weaker sections, aiming to bridge urban housing gaps. Simultaneously, West Bengal is accelerating the delivery of urban housing units targeted at low and middle-income families, strengthening social infrastructure and inclusive growth across the state.
As FY 2025–26 progresses, the region is showcasing sustained expansion in the building construction sector. The momentum generated by large-scale infrastructure projects, targeted housing initiatives, and policy-led strategies is expected to attract private investment and further accelerate the zone’s transformation into a high-growth corridor.

Construction Projects in the East Zone
During FY 2024-25, BX-1 tracked 1,286 building construction projects in the East zone. These projects encompass a total construction area of 153 Million-SqFt with an estimated construction cost of 49,070 INR-Crore. As of July 2025, 797 projects are under construction, while 478 projects are in the early stages. The remaining projects have been temporarily put on hold. The early-stage developments alone contribute nearly 50% of the total construction value, indicating a strong forward pipeline in the region.
A significant concentration of early-stage projects are located in the Kolkata Metropolitan Area and the Bhubaneswar–Cuttack Metropolitan Area. This points to focused urban growth and planned expansion in these key regions.
State-wise Construction Overview of the East Zone FY 2024-25 (Based on Construction Cost)
Of all building projects tracked on BX-1 across the East region during FY 2024–25, West Bengal and Odisha accounted for the largest share of project value. The states contributed nearly 30% and 28% respectively. These projects span various segments, with the residential segment being at the forefront.

West Bengal leads the East zone in terms of the number of projects and total construction cost. In FY 2024–25, the state made strong strides across the housing, retail, and hospitality sectors. Chief Minister Mamata Banerjee launched the “Banglar Bari” scheme, a fully state-funded initiative aimed at providing housing for impoverished families in rural areas. Additionally, in September 2024, the Government offered private developers an Acre of land in every district headquarters to build shopping malls. This move fosters public-private partnerships and encourages inclusive retail development across the state.

Meanwhile, West Bengal is also witnessing major investments in the tourism and hospitality sectors. Principal Secretary – Home and Tourism, Nandini Chakravorty, announced that 40 new private luxury hotels will be developed across the state within the next two years. These projects will bring in a total investment of 5,770 INR-Crore. Notably, 10 of these hotels will be located in and around Siliguri, a key tourism and transit hub in North Bengal.
In the educational front, the Odisha Government also officially launched the Pradhan Mantri Uchchatar Shiksha Abhiyan (PM-USHA). This marked a major step towards transforming Odisha’s higher education sector. Additionally, the state plans to construct 2.25 Lakh houses over the next three years under the Antyodaya Gruha Yojana.
Sector-Wise Distribution
During FY 2024-25, BX-1 recorded 824 building projects in the private sector across the East zone. These endeavors span a construction area of 94 Million-SqFt with an estimated construction cost of 31,510 INR-Crore. Public and Public-Private Ventures accounted for 462 projects, spanning 59 Million-SqFt with a combined construction cost of 17,560 INR-Crore. This detailed breakdown highlights the strong participation of both sectors in shaping the region’s building construction landscape.

Key Stakeholders in the East Zone (Based on Construction Cost)
In this section, we highlight the prominent players that shaped the East zone’s construction landscape during FY 2024-25. The data focuses on Key Project Owners, Architects, MEP Consultants, Structural Engineering Consultants, and Contractors who played a pivotal role in advancing the region’s construction momentum during the fiscal year.
Major Project Owners
As of FY 2024–25, BX-1 is tracking over 849 project owners actively executing more than 1,272 building projects across the East zone.
- Building Construction Department (Bihar) is handling 49 building projects worth 1,818 INR-Crore. Notably, 39 projects are in the early stage, accounting for 82% of the total construction cost, indicating strong future activity in Bihar. The remaining 10 projects are under construction.
- Odisha Bridge & Construction Corporation Limited (OBCC) is executing 5 projects with a combined construction cost of 1,740 INR-Crore. These projects are mainly in the education and healthcare sectors.
- Jharkhand State Building Construction Corporation Limited is overseeing 55 ongoing projects, with an estimated construction cost of 1,453 INR-Crore. As monitored by BX-1, all 55 projects focus on educational and healthcare infrastructure.
Top Design Architects and Consultants (Based on Construction Cost)
BX-1 discovered 301 design architect firms in the East region during FY 2024-25. These were collectively involved in 566 building projects worth a total estimated 25,460 INR-Crore. These projects span a combined construction area of 74 Million-SqFt.
Raj Agarwal & Associates leads the list, implementing 20 projects, with 90% focused on residential development. Morphogenesis and Arch EN Design follow in second and third positions, respectively, based on construction cost.

During the last financial year, BX-1 recorded 126 structural engineering consultancy firms managing over 304 building projects across the East zone, with a total construction cost of 9,845 INR-Crore.
Perceptive Ideas Consulting Engineers Private Limited leads the list, currently delivering a single but high-value housing project. SPA Consultants follows closely, actively involved in 21 projects. Of these, 17 projects are located in West Bengal, indicating a strong regional presence.

Arch EN Design stands at the forefront, consulting on 3 educational projects, all currently in the pre-construction stage. V Consulting and Unite Service Consultants India Private Limited follow in second and third positions, respectively.

In terms of General turnkey and civil works contractors, BX-1 monitored 219 firms, actively implementing 296 building projects in the East zone. These projects cover a total construction area of 33 Million-SqFt and an aggregated cost of 11,122 INR-Crore.
Prasad Construction & Company, Ranchi leads with 3 educational projects—2 ongoing in Bihar and 1 upcoming in Jharkhand. Together, these projects are valued at an estimated 471 INR-Crore. Additionally, L&T Constructions is executing a single high-value project in West Bengal worth 363 INR-Crore. B Rai Construction Company follows closely, currently involved in 2 active projects.

Tendering and Awarded Contracts
In FY 2024–25, BX-1 recorded 629 new tenders worth 21,715 INR-Crore, covering 561 building projects across the East zone. These tenders were floated for 572 contractors, 51 consultants, and 6 project owners. A significant 76% of tenders originate from Bihar and Odisha, highlighting a strong push for construction activity in these two states.
Meanwhile, Biltrax tracked 366 contract awards during the last financial year, with an aggregate contract value of 8,617 INR-Crore. Among these, 342 contracts were awarded to general/turnkey/EPC and civil works contractors, with civil works accounting for 326 awards alone. D K Engineering & Construction Private Limited secured 8 contracts, leading the pack, followed by Tribeni Constructions Limited with 7 contracts.
