Introduction

In this final article (Part 7) of our ‘Zonal Analytics’ series, we turn the spotlight on the building construction landscape of the Northeast Zone during FY 2024–25. Utilising Biltrax’s BX-1 platform, the analysis offers a detailed look at the region’s development activity across various sectors. These include residential, commercial, retail, hospitality, healthcare, data centers, educational institutions, multi-level car parks, entertainment hubs, religious buildings, and other miscellaneous structures. 

During FY 2024–25, the Northeast zone made notable progress in strengthening its building construction landscape. State Governments, with support from the Ministry of Development of North Eastern Region (DoNER), rolled out targeted initiatives across education, urban development, tourism, and energy sectors. These efforts aimed to improve regional connectivity, boost economic activity, and enhance quality of life.

Aligned with its broader vision, DoNER actively monitored and supported projects that advanced the region’s development goals. For the fiscal year, the ministry received a budget allocation of nearly 5,900 INR-Crore to fast-track priority interventions and foster long-term transformation across the eight northeastern states.

Construction Projects in the Northeast Zone

In the last financial year, Biltrax documented 469 building projects across the Northeast zone. These projects encompassed a total construction area of 45.14 Million-SqFt with an estimated construction cost of 15,738 INR-Crore.

During this period, Biltrax observed a dominant building construction activity in the residential segment across the zone. The segment accounted for nearly 56.7% of the overall project count across the zone. During this fiscal year, BX-1 recorded a total of 266 residential projects, with a cumulative construction cost of 7,541 INR-Crore. This trend further highlights the growing demand for housing infrastructure across both urban and semi-urban parts of the region. Following closely, the educational segment emerged as the second most active segment, with 117 projects implemented across various northeastern states. The continued focus on school and higher education facility expansion underlines government and institutional efforts to improve access to quality education in the region.

State-wise Construction Overview of the Northeast Zone FY 2024-25 (Based on Construction Cost)

In FY 2024–25, Assam emerged as the leading contributor to the Northeast zone’s building construction activity, accounting for over 40% of the total construction cost. Meghalaya followed with a 20% share. Biltrax identified 244 projects in Assam alone, covering more than 20 Million-SqFt of construction area and valued at 6,524 INR-Crore.

In FY 2024–25, Assam witnessed a marked uptick in building construction activity, driven by high-impact government initiatives. The announcement to develop Dibrugarh as the state’s second capital and the upcoming Assam Legislative Assembly complex signaled a significant shift in administrative planning. Simultaneously, the Government allocated over 1,800 INR-Crore for the redevelopment of 252 rural school buildings, underlining a strong commitment to public institutional infrastructure. These developments positioned Assam for strategic growth in governance and education infrastructure in the years ahead.

Sector-Wise Distribution

Sector-wise distribution - Building Projects Northeast Zone FY 2024-25

In FY 2024–25, the Northeast zone saw significant traction in building construction, led predominantly by public sector activity. BX-1 recorded 343 building projects spearheaded by the Public and Public-Private Partnership (PPP) ventures. These developments spanned a construction area of 33.48 Million-SqFt, with a cumulative construction cost of 12,357 INR-Crore.

Notably, nearly 73% of the region’s building projects fell under the Public and Public-Private Ventures, highlighting the government’s pivotal role in steering building infrastructure growth across the Northeast. Meanwhile, the platform tracked 126 private sector building projects across the region. These covered a total construction area of 11.67 Million-SqFt and represented 3,381 INR-Crore of construction cost.

Key Stakeholders in the Northeast Zone: FY 2024-25 (Based on Construction Cost)

In this section, we highlight the prominent players that shaped the Northeast zone’s construction landscape during FY 2024-25. The data focuses on Key Project Owners, Architects, MEP Consultants, Structural Engineering Consultants, and Contractors who played a pivotal role in advancing the region’s construction momentum during the fiscal year. 

Major Project Owners

As of FY 2024-25, in the Northeast zone, BX-1 monitored over 191 project owners actively delivering more than 466 building projects. Public Works (Building & NH) Department (PWD) Assam led the zone with 70 projects. Of these, nearly 45% of projects were focused on educational infrastructure.  Meanwhile, Meghalayan Age Limited proposed 2 Miscellaneous Public Buildings projects.

Top Design Architects and Consultants (Based on Construction Cost)

In FY 2024–25, BX-1 identified 109 architectural design firms delivering over 258 building projects across the Northeast zone. These projects spanned a combined construction area of 26 Million-SqFt with a cumulative construction cost of 9,092 INR-Crore.

INI Design Studio topped the list during this period, working on a flagship project with a construction cost of 1,096 INR-Crore. This accounted for nearly 7% of the zone’s total construction cost. Design Associates Inc and Ks Design Cell followed closely, both playing pivotal roles in shaping the urban landscape of the Northeast.

Top 3 Structural Engineering Consultants

In the Northeast zone, Biltrax recorded 37 Structural Engineering consultancy firms in FY 2024-25. These firms were working on 70 building projects. Among them, SPA Consultants and Space Design Group lead in terms of construction cost. These firms undertook 2 projects each, valued at 512 INR-Crore and 255 INR-Crore, respectively.

Top 3 MEP Consultants

BX-1 tracked 17 MEP consultants in the Northeast Zone, delivering over 22 building projects with a combined construction area of 5 Million-SqFt and a total construction cost of 2,489 INR-Crore. Space Design Group led the zone with 2 projects, with a total construction cost of 255 INR-Crore. Meanwhile, Archogen Design Studios and MEPCON Design Studio followed in the second and third positions, respectively.

Top 3 General Turnkey/ Civil Works Contractors

In FY 2024–25, BX-1 tracked 88 general turnkey and civil works companies involved in over 126 building projects across the Northeast zone. These projects spanned a total construction area of 14 Million-SqFt, further representing a combined construction cost of 6,795 INR-Crore.

Archtech Consultants Private Limited (ACPL) led the list, executing an upcoming project worth a total 696 INR-Crore. This represented 4% of the zone’s overall construction cost. Moreover, Shree Gautam Construction Company Ltd and GK Infratech followed in the second and third ranks, respectively.

Tendering and Awarded Contracts

In FY 2024-25, Biltrax’s BX-1 platform identified over 459 active companies engaged across 468 building projects in the Northeast zone. These firms, involving project owners, consultants, and contractors, collectively contributed to a construction area of 45.07 Million-SqFt, with a cumulative construction cost of 15,668 INR-Crore. This reflects the growing ecosystem of stakeholders driving infrastructure development in the region. 

During the same period, the BX-1 tracked 362 building tenders across 385 projects, with an aggregated tender value of 13,176 INR-Crore. Of these, 336 tenders were floated for contractor appointments, while 26 tenders were floated for consultants. Public Works (Building & NH) Department (PWD) Assam led tendering activity with 69 tenders worth 2,270 INR-Crore. The Central Public Works Department (CPWD) and the Department of Urban Development and Housing, Arunachal Pradesh followed closely. These authorities floated 50 and 28 tenders, respectively. 

Additionally, BX-1 recorded 232 awarded contracts linked to 284 projects during FY 2024–25. These were collectively valued at an estimated 6,746 INR-Crore. Ganpati Construction Company secured 10 contracts, while Tribeni Constructions Limited followed with 8, showcasing the role of key private contractors in executing public sector initiatives.
