The Union Cabinet has approved the construction of an estimated 18,662 INR-Crore underwater road-rail tunnel under the Brahmaputra River in Assam. Notably, this will be India’s first underwater road-cum-rail tunnel and second such project globally.
The project was cleared by the Cabinet Committee on Economic Affairs (CCEA) in its recent meeting on Thursday, February 14. The tunnel will form part of a 4-lane, access-controlled greenfield corridor connecting Gohpur on NH-15 to Numaligarh on NH-715. The underwater section will span approximately 15.79 Km beneath the Brahmaputra, within an overall alignment of about 33.7 Km.

The government will execute the Brahmaputra underwater road-rail tunnel on an Engineering, Procurement and Construction (EPC) basis at a total estimated cost of 18,662 INR-Crore. It has earmarked approximately 11,982 INR-Crore for core civil construction works, including tunnelling and structural development. Meanwhile, around 716 INR-Crore will go towards land acquisition costs. The project will include twin-tube tunnel technology, with two lanes in each tube and provision for railway infrastructure in one of the tubes.
Currently, travel between Gohpur and Numaligarh covers about 240 Km via the existing road network and takes nearly six hours. However, the project will integrate with key transport infrastructure and cut travel time significantly. It will also connect with railway lines at both ends. Consequently, this multimodal integration will improve freight movement. It will reduce logistics costs and strengthen all-weather connectivity for both goods and passengers across the region.
