Chennai Port Authority is preparing to restart its outer harbour project, estimated at around 8,000 INR-Crore, to expand capacity and improve logistics. The development is expected to reduce transport time and costs while helping the port handle some of the world’s largest ships. Officials estimate the first phase will be completed by 2031, strengthening Tamil Nadu’s maritime network.
To advance the project, the Port Authority will soon appoint a transaction advisor for a detailed feasibility study. The Authority plans to choose the concessionaire by the end of 2026 under the Design-Build-Finance-Operate-Transfer (DBFOT) model, granting a 45-year concession period. The outer harbour will rise seaward, beyond the existing harbour line, and take shape in phases. In the first phase, it will handle ships with 18 Meter drafts and later expand to accommodate 21 Meter vessels. The plan also covers berths, breakwaters, container yards, rail links, and navigation systems to support smooth cargo operations.

The revival comes as Chennai strengthens its infrastructure through projects like the Port–Maduravoyal Elevated Corridor. These initiatives will boost freight efficiency and ease city traffic. When completed, the outer harbour will help Chennai become a leading global shipping hub, attract larger vessels, and accelerate regional trade growth.
