The Center’s Expert Appraisal Committee (EAC) has cleared the Dulhasti hydropower project on the Chenab River in Jammu and Kashmir. The approval comes in the backdrop of India suspending the Indus Waters Treaty with Pakistan. The committee granted clearance during its 45th meeting earlier this month, paving the way for construction tenders for the run-of-the-river project, which is estimated to cost over 3,200 INR-Crore.
Dulhasti Stage-II will extend the existing 390 MW Dulhasti Stage-I Hydro Electric Project. This stage has been successfully operating since its commissioning in 2007 by the National Hydroelectric Power Corporation Limited. The new stage will divert water from the Stage-I power station through a separate tunnel measuring 3,685 Meters in length and 8.5 Meters in diameter. This tunnel will further create a horseshoe-shaped pondage to feed Stage-II operations.

The project design includes a surge shaft, a pressure shaft, and an underground powerhouse that will house two 130 MW units. Together, these units will provide a total installed capacity of 260 MW. This will contribute significantly to annual energy generation. By adopting a run-of-the-river layout, the Dulhasti hydropower project will minimize large reservoir impacts while maintaining dependable peaking support.
The total land requirement for the project is estimated at 60.3 Hectares (Ha). Of this, 8.27 (Ha) will be acquired from private land belonging to two villages, Benzwar and Palmar, in Kishtwar district. The project will also generate employment opportunities during both construction and operation phases. Meanwhile, it will strengthen local economies through improved access to reliable electricity. With tendering now set to begin, the Dulhasti hydropower project represents a critical step in India’s transition toward clean and resilient energy systems.
