Biltrax’s BX-1 platform mapped significant momentum in terms of both project volume and construction cost during Q1 FY 2025-26 (April–June 2025). A total of 2,610 projects were tracked with an estimated construction value of 240,219 INR-Crore (27.39 USD-Billion). These projects cover an anticipated construction area of 687.57 Million-SqFt. In the same period, 1,195 tenders were identified, of which more than 363 remain active. Meanwhile, 1,255 awarded contracts were documented, collectively valued at approximately 25,545 INR-Crore
Sector-Wise Distribution
The private sector continued to drive a larger share of activity with 1,612 projects, translating to a substantial 538.65 Million-SqFt of construction area and an estimated construction cost of 188,940 INR-Crore. Meanwhile, the public sector, including public-private ventures, contributed 998 projects. In Q1 FY 2025-26, the West zone retained its position as the leading zone, building on its dominance from the previous fiscal year (FY 2024-25). The zone accounted for 1,000 projects, covering 278.96 Million-SqFt of area with an estimated construction cost of 98,979 INR-Crore. Moreover, this represented a substantial 41.2% share of the total construction cost tracked during the quarter.
A. North Zone
Construction Projects in the North Zone in Q1 FY 2025-26

In Q1 FY 2025-26, the North zone showcased robust development activity with 387 projects tracked, encompassing 141.70 Million-SqFt of area and an estimated outlay of 47,219 INR-Crore. The public sector accounted for a larger number of projects, with 206 developments spanning 32.27 Million-SqFt and valued at 13,165 INR-Crore. Meanwhile, the private sector, though contributing 181 projects, drove a significantly higher share of the construction cost. The sector covered 109.43 Million-SqFt of construction area worth a total estimated 34,054 INR-Crore.
Adding to its dominance, the North zone recorded the highest number of tenders and contracts across the country, with 268 tenders pegged at 9,116 INR-Crore. BX-1 also documented 327 awarded contracts in the zone during FY 2025-26, collectively valued at 5,510 INR-Crore.
Leading States in the North Zone Q1 FY 2025-26
During Q1 FY 2025-26, Uttar Pradesh emerged as the top-performing state in the North zone, contributing 140 projects out of the total. These projects covered 64.24 Million-SqFt of construction area with an estimated construction cost of 23,917 INR-Crore. The state accounted for over 50% of the North zone’s overall construction cost.
During the same period, BX-1 identified 110 tenders worth 3,427 INR-Crore in Uttar Pradesh. Additionally, the platform documented 138 awarded contracts with a combined value of 1,353 INR-Crore.

The Uttar Pradesh Government is advancing its infrastructure development agenda through major initiatives in healthcare and education. The government is planning to launch a new state health policy to enhance hospital infrastructure and attract private investment through three region-specific models. Under Model A, 17 municipal corporations will each receive three 200-bed super-specialty hospitals. These hospitals will be built through private participation. Meanwhile, Model B will extend similar 200-bed hospitals to 57 district headquarters. Model C will focus on constructing 100-bed hospitals in rural and backward areas across all 75 districts, ensuring equitable healthcare access.

Among them, Construction & Design Services, Uttar Pradesh Jal Nigam (CDSUPJN) emerged as a key contributor. Its project portfolio comprised 30 developments worth 708 INR-Crore during Q1 FY 2025-26. Additionally, CDSUPJN dominated the tendering and contracting activity, documenting 33 tenders worth 719 INR-Crore and 43 awarded contracts valued at 270 INR-Crore.
Meanwhile, the Lucknow Development Authority is spearheading another noteworthy Government initiative. The authority has proposed to develop a township in Lucknow, Uttar Pradesh, spanning 785 Acres with 5,000 INR-Crore. This project will feature Residential Plots under EWS, LIG, and MIG categories, a 100 Bedded Hospital, a Police Station, Commercial Plots, and Institutional Plots. Construction Projects in the East Zone in Q1 FY 2025-26

BX-1 recorded consistent development activity in the East zone during Q1 FY 2025-26, with 302 projects mapped. These projects together span 36.69 Million-SqFt of construction area with an estimated construction cost of 10,620 INR-Crore. Additionally, the private sector led with 164 projects, accounting for 6,642 INR-Crore, indicating its growing participation. The public sector added 138 projects, valued at 3,978 INR-Crore.

In the East zone, West Bengal and Bihar retained a strong position in Q1 FY 2025-26, together contributing more than half of the zone’s construction value. West Bengal accounted for 94 projects, covering 9.85 Million-SqFt with an estimated construction cost of 3,073 INR-Crore. This activity was largely private-sector driven, with 80 projects, valued at 2,455 INR-Crore.
Bihar followed closely with 116 projects, the highest in the zone, with a construction cost of 2,753 INR-Crore. The government-led projects led the state with 81 projects, worth a total 2,009 INR-Crore. The East zone in Q1 FY 2025-26 witnessed a dynamic mix of high-value private ventures and government-led initiatives. The zone recorded participation from 151 private sector project owners. The hospitality sector also contributed remarkably, with Radisson Hotel Group (RHG) proposing 4 projects worth 438 INR-Crore. Of these, 3 projects are valued at 359 INR-Crore in collaboration with Sharda Shelters. Additionally, ITC Hotels partnered with LR Berlia Group for a 324 INR-Crore project.
Government-backed projects played a crucial role in shaping the zone’s activity. Across the zone, 41 public sector project owners were engaged in development. Bihar Medical Services and Infrastructure Corporation Limited (BMSICL) led with 30 projects covering 3.15 Million-SqFt and a total construction cost of 646 INR-Crore. In Q1 FY 2025-26, the West zone once again led India’s construction activity, contributing over 41% of the total construction value tracked nationwide. BX-1 documented 1,000 projects across the zone, translating to 278.96 Million-SqFt of construction area with an estimated outlay of 98,979 INR-Crore.
The private sector drove most of the activity this quarter, contributing about 88% of the total cost across 819 projects. Meanwhile, the Public sector, though fewer in number at 181 projects, maintained a strong presence with 11,933 INR-Crore.

In terms of project pipeline, the zone saw robust traction with 224 tenders valued at 11,643 INR-Crore and 235 awarded contracts amounting to 4,271 INR-Crore documented.
Leading States in the West Zone Q1 FY 2025-26
Maharashtra dominated the West zone’s construction landscape during the first quarter of FY 2025-26. The state contributed 606 projects, spanning 195.29 Million-SqFt of construction area. These projects were together valued at an estimated 72,949 INR-Crore of construction cost, contributing 73% to the zone’s total value. This activity was driven largely by the private sector, which accounted for 496 projects and 64,693 INR-Crore in cost.

The Maharashtra Government has undertaken a major initiative to strengthen housing infrastructure through the newly approved State Housing Policy 2025, titled ‘Majhe Ghar – Majhe Adhikar’ (My Home – My Rights). With a planned outlay of 70,000 INR-Crore, the Government aims to construct 35 Lakh homes across the state over the next five years. As part of this effort, a 20,000 INR-Crore ‘Maha Aawas Nidhi’ will be established to finance large-scale housing projects focused on slum rehabilitation, redevelopment, and affordable housing. Among these, Solitaire (Chordia Group) stood out with the proposal of DSK Dream City in Pune, Maharashtra. Spanning 220 Acres, the project is estimated at 11,293 INR-Crore and will deliver 20,904 apartment units. Several leading developers also undertook large residential projects during the quarter. Notably, Mahindra Lifespaces, Oberoi Realty Limited, and Baviskar Build Reality each announced projects exceeding 1,900 INR-Crore. Similarly, Godrej Properties Limited proposed 3 projects valued at 2,239 INR-Crore, while Lodha Group (Macrotech Developers) followed with 3 projects worth 1,883 INR-Crore.

Simultaneously, the South zone dominated government-backed activity, with the BX-2 platform mapping the highest value of tenders and awarded contracts across all zones. The quarter captured 230 tenders worth 27,067 INR-Crore and 270 awarded contracts valued at 7,547 INR-Crore.

Among these, Puravankara Projects Limited led with 3 projects with a construction cost of 2,996 INR-Crore. Similarly, Century Real Estate Holdings Private Limited and Prestige Group dominated in Karnataka with 3 projects each, valued at over 1,700 INR-Crore.

BX-1 mapped 126 projects in the Central zone during Q1 FY 2025-26, covering 36.96 Million-SqFt with an estimated construction cost of 13,888 INR-Crore. The private sector contributed 30 projects, spanning 15.49 Million-SqFt and pegged at 7,944 INR-Crore, signaling fewer but larger-value developments. The public sector anchored the overall project volume with 96 projects spread across 21.47 Million-SqFt, amounting to 5,944 INR-Crore.
Government activity was further reflected through contracting trends. A total of 123 tenders amounting to 6,806.23 INR-Crore and 97 awarded contracts worth 967.51 INR-Crore were documented on the BX-1 platform.
Leading States in the Central Zone Q1 FY 2025-26
Both Chhattisgarh and Madhya Pradesh defined the construction narrative in the Central zone during Q1 FY 2025-26. In terms of construction cost, Chhattisgarh captured nearly 54% of the zone’s total share. The state recorded 42 projects, with an estimated 7,481 INR-Crore. Notably, over 70% stemmed from private sector projects.
Meanwhile, Madhya Pradesh spearheaded a higher project count with 84 developments, at 6,407 INR-Crore. The initiative covered projects under multiple schemes, including 213.4 INR-Crore for construction in 30 schools. Similarly, the Assam Government allocated a substantial 32,000 INR-Crore to upgrade 4,000 high and higher secondary schools by 2035. Construction began with 500 schools, targeting the completion of 200 new buildings by the end of 2025.
Meanwhile, Arunachal Pradesh Chief Minister Pema Khandu rolled out education infrastructure projects worth 750 INR-Crore under the Shikshit Arunachal 2029 Mission. The plan included upgrading 39 Government Higher Secondary Schools (300 INR-Crore), constructing hostels and staff quarters (322 INR-Crore), developing large-capacity hostels under the DAJGUA scheme (71.40 INR-Crore), and enhancing facilities at Arunachal University, Pasighat (30 INR-Crore).

Key Stakeholders in the Northeast Zone (Based on Construction Value)
In the Northeast zone, educational developments contributed notably, with 142 projects mapped. Of the 132 projects to be executed by the Public Works (Building & NH) Department, Assam, 110 were exclusively educational, valued at 875 INR-Crore. These primarily consisted of higher secondary schools, largely small-scale in nature.
Among government-led projects, Sikaria Mega Food Park Private Limited (SMFPL), a Special Purpose Vehicle (SPV) under the Ministry of Food Processing Industries, has engaged Water and Power Consultancy Services (WAPCOS) Limited as Program/Project Management (PMC) consultant for 7 projects worth 635 INR-Crore. Additionally, Navodaya Vidyalaya Samiti drove 9 residential developments, valued at 549 INR-Crore, with NBCC (India) Limited serving as the PMC for 8 of these projects.
On the private side, Assam saw several high-value developments, as tracked by BX-1. In the healthcare sector, notable projects included Medanta Group and 2 projects by Axom Capital Private Limited (SN Group of Companies). In the hospitality segment, the BX-1 Platform. also tracked developments by Marriott International, Juniper Hotels, and Subham Group.
