India’s Roads and Highways sector continued to be the backbone of the nation’s infrastructure growth in FY 2024–25, driving regional connectivity, trade efficiency, and economic expansion. During this period, the Indian Government constructed 10,660 Km of national highways, averaging 29 Km per day. This underscored the nation’s commitment to building a modern, resilient transport network. The year also witnessed large-scale project announcements, steady implementation progress, and a shift toward more efficient delivery models.
As India moves closer to its vision of building a world-class transport network, understanding the zone-wise distribution of projects becomes essential for stakeholders. Key Initiatives during FY 2024-25 in the Roads & Highways Sector:
- National Highways Authority of India (NHAI) surpassed its FY 2024–25 highway construction target by building 5,614 Km against the planned 5,150 Km. Capital expenditure reached a record 2,50,000 INR-Crore, exceeding the 2,40,000 INR-Crore target and marking a 21% rise over 2023–24.
- According to data from the Ministry of Road Transport and Highways (MoRTH), 362 projects were approved in FY 2024–25, covering 5,158 Km at a total cost of 139,741 INR-Crore. The West Zone led with 94 approved projects spanning 1,519 km and costing 43,809 INR-Crore. Meanwhile, the Central Zone followed with 30 projects covering 989 Km at 23,385 INR-Crore. These trends reflect region-specific priorities shaped under the PM GatiShakti framework.
- The Uttar Pradesh (UP) Government earmarked an estimated 45,000 INR-Crore for investments in highways and tertiary roads in the financial year 2024-25. This move would expedite passenger and cargo movement in the state. These projects encompass bridges and over-bridges across the 75 districts of the state. Of the proposed 45,000 INR-Crore, the Public Works Department (PWD) was assigned nearly 34,000 INR-Crore, or 75%. 11,000 INR-Crore will be spent on village roads, block and tehsil headquarters, border roads, industrial areas, and the ‘Dharmarth’ religious circuit. Moreover, 800 INR-Crore was allocated for road projects in the industrial and logistics park corridors in UP.
- The NHAI also announced to undertake new highway projects worth over 15,000 INR-Crore to enhance cargo and passenger movement in Uttar Pradesh. Several districts, including Kanpur, Bareilly, Barabanki, Bahraich, Agra, Aligarh, and Gorakhpur, are set to benefit from these projects, which will be implemented alongside ongoing highway and expressway developments.
- Meanwhile, the Maharashtra cabinet decided to concretise nearly 6,000 Km of roads in the state, instead of an earlier plan of asphalting them. The state further approved a revised expenditure of 37,000 INR-Crore for the same.
- The Mumbai Metropolitan Region Development Authority (MMRDA) rolled out an elaborate plan to encircle Mumbai with a network of ring roads. These would decongest the city, ease traffic woes and cut travel time over the next five years. The 58,000 INR-Crore plan aims to build a series of roads, bridges and tunnels, spanning over 90 Km. At the center of the mega plan are seven outer and inner ring roads that are currently in various stages of tendering and development. Various development authorities such as the Brihanmumbai Municipal Corporation (BMC), Maharashtra State Road Development Corporation (MSRDC), and National Highways Authority of India (NHAI) will join the MMRDA in establishing the ring road network.
- To improve commuter experience and ensure their safety, the Odisha State Government set an ambitious target of constructing 75,000 Km of world-class roads in the next five years. For smooth execution of the plan, line departments such as works, rural development, housing and urban development, and water resources, among others, have been given specific targets. As part of the plan, the highest share of 30,000 Km of roads has been assigned to the Rural Development Department, followed by 22,800 Km to the Panchayati Raj and Drinking Water Department, and 15,000 Km to the Works Department. Additionally, the Water Resources Department will construct 5,000 Km, the Housing and Urban Development Department 1,200 Km, and the NHAI another 1,000 Km.

Zonal Summary – Roads & Highways (FY 2024-25)
During FY 2024-25, the BX-2 documented 471 Roads & Highways projects, accounting for a construction value of 236,459 INR-Crore. Our zonal analysis for the last financial year highlighted diverse construction activities across India’s six zones. The West Zone led with the highest construction value of 87,642 INR-Crore, having implemented 158 projects. This accounted for over half of India’s total construction value. The South Zone followed with 80 projects, valued at 45,578 INR-Crore.

Out of the 471 identified Roads and Highways projects, 211 were new road developments. These new road construction projects spanned 5,975 Km with a combined construction cost of 169,315 INR-Crore. Notably, Maharashtra recorded 48 new projects spanning 1,053 Km, entailing a substantial investment of 58,091 INR-Crore. This further underscores the state’s pivotal role in the national infrastructure push. The remaining projects focused on upgrading existing road stretches and undertaking structural enhancements.
Top Infrastructure Project Delivery Models observed by Biltrax in FY 2024-25
In recent years, India’s infrastructure sector has witnessed a notable shift in the preferred models of project delivery. According to data from Biltrax’s BX-2 platform, the Engineering, Procurement & Construction (EPC) model continues to dominate, followed by the Hybrid Annuity Model (HAM).
During FY 2024-25, BX-2 mapped 300 highway projects under the EPC model, amounting to 101,898 INR-Crore. This accounts for approximately 54.10% of the total construction value tracked across all project models. EPC remains the most preferred project delivery mode, with full government funding and contractors responsible for design and execution.
Meanwhile, the Hybrid Annuity Model (HAM) continues to play a significant role, with 78 projects worth 82,718 INR-Crore. This further reflects its appeal as a balanced model that splits financial risk between the government and private players.
