The Government of Odisha announced the establishment of four new greenfield varsities and two government engineering colleges as part of its 2026-27 state budget proposals. Chief Minister Mohan Charan Majhi announced during his budget presentation in the state Assembly on Friday, February 20.
The state will build four new universities at Kendrapara, Jagatsinghpur, Bhadrak and Jharsuguda districts. These institutions will be established as greenfield universities, allowing them to adopt modern organisational models and innovative pedagogy from the first day of operations.
Additionally, the government will set up two new engineering colleges. One will be located at Paradeep in Jagatsinghpur district, and the other at Balangir. The budget also earmarked 235 INR-Crore for the infrastructure development of technical universities and engineering colleges. This allocation aims to support campus construction, academic facilities and associated technical infrastructure.

As part of its broader skill development initiatives, the state government plans to establish seven campuses of the World Skill Center by 2047. At least five campuses are expected to be ready by 2036. For the current fiscal year, the government has allocated 278 INR-Crore. This amount will fund the establishment of two World Skill Center campuses in Sambalpur and Berhampur.
Additionally, 1,010 INR-Crore has been set aside to develop model primary schools under the Godabarisha Mishra Adarsha Vidyalaya Programme. Alongside the new Odisha varsities and engineering college announcements, the state has strengthened its focus on expanding higher education and technical training. This broader push aims to enhance human capital and improve educational access across districts.
