The Public Investment Board (PIB) has approved an estimated expenditure of 26,069.50 INR-Crore for the proposed 1,720 MW Kamala Hydro Project in Arunachal Pradesh. The project will generate nearly 6,869.92 MU of green energy annually once completed. Moreover, it will contribute to India’s energy transition goals and the Net Zero target by 2070.
The Kamala Hydro Project is being developed on a tributary of the Subansiri River. It is a joint venture between NHPC Ltd and the Government of Arunachal Pradesh (GoAP). Construction will involve a 216 Meter-high concrete gravity dam and an underground powerhouse. The scheduled completion period is eight years. In addition to power generation, the project will provide flood relief in the Brahmaputra valley.

Key benefits of the Kamala Hydro Project include flood moderation in the Brahmaputra basin. Additionally, the project will provide 12% free power to GoAP, worth 486 INR-Crore annually, and a 40 INR-Crore per year contribution to the Local Area Development Fund (LADF).
Meanwhile, the project will follow a 70:30 debt–equity financing structure. Furthermore, it will receive central grants worth 1,340 INR-Crore for enabling infrastructure and 4,744 INR-Crore for flood moderation, along with 100% reimbursement of SGST. The Kamala Hydro Project will further be implemented on a Build-Own-Operate-Transfer (BOOT) basis. Equity will be split with 74% held by NHPC and 26% by GoAP. The completion cost includes 4,815.64 INR-Crore in IDC and financing charges.
