The Maharashtra Government has signed an agreement with Zoya Marine Services Pvt Ltd to establish an estimated 150 INR-Crore electric boat manufacturing facility in Sindhudurg. The facility will manufacture vessels for the 6,067 INR-Crore Mumbai Water Metro project. The agreement was signed at Mantralaya in the presence of the state’s Minister for Fisheries and Ports. The first phase of the Mumbai Water Metro is targeted to begin commercial passenger operations in December 2026.

The project involves the development of a manufacturing facility across nearly 22 Acres at Talawane in Sawantwadi taluka. The plant will manufacture advanced electric-hybrid passenger boats for Mumbai’s water metro corridors. Additionally, the facility aims to reduce dependence on imported vessels. It will also strengthen the state’s maritime manufacturing capabilities and support skilled employment generation.
