CCEA approves 8,301 INR-Crore coastal highway project between Rameshwar and Paradip

The Cabinet Committee on Economic Affairs (CCEA) has approved the Odisha coastal highway project connecting Rameshwar and Paradip at an estimated cost of 8,300.79 INR-Crore. The CCEA approved the project under the Hybrid Annuity Model (HAM). The project will create a 160.18 Km corridor across Khurda, Puri, Kendrapara, and Jagatsinghpur districts. The highway will strengthen connectivity along Odisha’s coastline and improve access to major economic and logistics hubs.

The project will be executed in two packages. The first package comprises a 79.4 Km four-lane access-controlled highway from Rameshwar to Konark with an investment of 5,304.80 INR-Crore. Meanwhile, the second package includes an 80.78 Km two-lane highway with paved shoulders between Konark and Paradip. This package carries an investment of 2,995.99 INR-Crore. Additionally, both highway sections are designed for speeds of up to 100 kmph. The project will follow a 17.5-year concession period, comprising 2.5 years of construction and 15 years of operation and maintenance. Further, the corridor will connect nine economic nodes and five logistics nodes. Key logistics hubs include Puri Railway Station, the proposed Puri Airport, Astarang Port, and Paradip Port.

Once completed, the Odisha coastal highway project will improve coastal connectivity and reduce travel time between Rameshwar and Paradip by nearly 2.5 hours. The corridor will support logistics, fisheries, tourism, industrial clusters, and export-oriented sectors. Furthermore, it will facilitate faster movement of passengers and freight across the coastal belt.
