The Odisha Government has signed two Memorandums of Understanding (MoUs) with HCL Technologies and Sarvam AI to establish an AI data center and a global delivery center in Khurda district. The agreements were signed through the state’s Electronics and IT Department. The proposed investment exceeds an estimated 15,000 INR-Crore over the next five years. The AI data center alone will involve an investment of 14,257 INR-Crore, while the global delivery center will attract an additional 730 INR-Crore.
The state government will develop a sovereign AI Park in Odisha to house the AI data center. HCL Technologies, with support from Sarvam AI, will establish its first AI data center in the state. Separately, HCLTech will develop the global delivery center. The delivery center will strengthen Odisha’s digital ecosystem and create direct employment opportunities for more than 6,000 skilled professionals. Additionally, Sarvam AI will support the development of indigenous AI capabilities at the proposed AI Park.

The HCL Technologies AI data center Odisha project is expected to strengthen the state’s digital infrastructure and AI ecosystem. Furthermore, the development will support the growth of sovereign AI capabilities through dedicated computing infrastructure and Indian AI models. The project also reinforces Odisha’s focus on attracting large-scale investments in the electronics and information technology sector.
