West Bengal is planning to develop three new supercritical and ultra-supercritical thermal power plants with an estimated investment exceeding 30,000 INR-Crore. Two 800 MW power plants will be developed at Santaldih under the public-private partnership (PPP) model. The West Bengal Power Development Corporation Limited (WBPDCL) will develop the third 800 MW thermal power plant at Bakreshwar. The state has initiated the project to strengthen power generation capacity and meet rising electricity demand.
The power department has issued a Request for Qualification (RFQ) on behalf of the West Bengal State Electricity Distribution Company Limited (WBSEDCL). The document seeks bids for the construction of two 800 MW thermal power plants at the available land in Santaldih Thermal Power Station (STPS). The selected developer will design, build, finance, own and operate the projects using coal supplied under the Shakti Policy. Meanwhile, WBPDCL will develop an 800 MW supercritical thermal power plant at Bakreshwar with an estimated investment of 10,070 INR-Crore. The state will attract investments of more than 20,000 INR-Crore from private developers for the two Santaldih units.

The West Bengal thermal power plants will strengthen the state’s electricity generation capacity. Currently, WBSEDCL’s network serves over 10,000 MW, while the state’s generation capacity stands at around 7,000 MW. Additionally, the projects will reduce dependence on power purchases from external sources and support long-term energy security. The developments will generate employment during both the construction and operational phases.
