The Cabinet Committee on Economic Affairs (CCEA) has approved the Outer Harbor Project at the VO Chidambaranar Port in Thoothukudi. The project cost is estimated to be 17,167 INR-Crore.
The harbor infrastructure will be taken up under the Hybrid Annuity Model worth an estimated 11,733 INR-Crore. Meanwhile, container terminal expansion (phases 1 and 2) will be carried out under the Design, Build, Finance, Operate and Transfer model (DBFOT), estimated at 5,434 INR-Crore. The Outer Harbor Project will include breakwaters, rock bunds, wharfs, backup yard infrastructure, and two container terminals with 1,000 Meter (M) of quay length each. Moreover, these terminals will have the capacity to handle 4 to 5.2 Million Twenty Equivalent Units (TEUs).

The Outer Harbor Project will create major new harbor infrastructure and container terminal capacity in the state. Additionally, it will facilitate enhanced maritime trade and give scope for regional development through increased port capacity and logistics activity.
