BEST approves redevelopment of 22 Depots under 28,000 INR-Crore revival plan

The Brihanmumbai Electric Supply and Transport (BEST) Committee has approved a proposal to redevelop 22 bus depots in Mumbai as part of a 28,000 INR-Crore revival plan. The proposal will now be submitted to the Brihanmumbai Municipal Corporation (BMC) and subsequently to the state cabinet for approval. The redevelopment will cover 22 of BEST’s 27 depots. These depots span on an anticipated 132 Acres.

The BEST depot redevelopment will transform the selected depots into mixed-use urban hubs. The scope includes commercial, residential and social infrastructure while retaining operational bus facilities. Additionally, the redevelopment will be executed through the Design, Build, Finance, Operate and Transfer (DBFOT) model under a public-private partnership. KPMG has been appointed to prepare the redevelopment roadmap. The proposal also includes schools, hospitals, public parking, staff housing, sports auditoriums and improved bus maintenance infrastructure. Further, the undertaking plans to establish a dedicated corpus fund and a recurring fund using revenue generated through the redevelopment.

The BEST depot redevelopment aims to create sustainable revenue streams from underutilised land assets. Furthermore, the plan will support the acquisition and operation of 5,000 BEST-owned buses while helping clear existing liabilities. The proposal also retains land ownership with BEST, ensuring continued control over its depot assets while modernising transport infrastructure across Mumbai.
