Odisha govt has cleared investment proposals across new-age sectors such as data centers, artificial intelligence (AI), semiconductors and green energy. The High Level Clearance Authority (HLCA) approved 27 projects worth an estimated investment of 247,115.70 INR-Crore across 15 districts.
Digital infrastructure emerged as the biggest growth driver. Four projects in the data center and IT ecosystem alone account for an estimated 1.43 Lakh INR-Crore. Meanwhile, traditional sectors such as steel and power received substantial investments. Among the big-ticket projects, High Density Data Center Ltd will set up an integrated data center worth an estimated 104,550 INR-Crore in Khurda. HCL Technologies will also build an AI-optimised data center in the same district. The investment is estimated to be 14,257 INR-Crore.
Furthermore, Sentraforge AI Ltd will build an AI data center and global capacity center in Puri with an estimated investment worth 22,634 INR-Crore. RKD Construction Pvt Ltd will invest an estimated 1,500 INR Crore in a data center project in Cuttack.
The power and steel sector of the Odisha projects have attracted proposals estimated at 54,288 INR-Crore.
- NLC India Ltd secured approval for two thermal power projects. It includes a 3,200 MW plant in Deogarh and a 1,080 MW facility in Angul. These projects have a combined investment of 46,000 INR-Crore.
- Rungta Mines Ltd and Shakambhari Ispat & Power Ltd together will invest an estimated 14,000 INR-Crore in the steel sector in Sundargarh.

The advanced manufacturing sector has a significant boost as SICSEM will establish a silicon carbide wafer and gallium nitride manufacturing unit in Khurda. The investment is worth 2,078 INR-Crore. Meanwhile,
- HCLA also cleared a 3,000 INR-Crore green hydrogen, green ammonia, green methanol, and sustainable aviation fuel project in Kendrapada.
- Aare Solar Pvt Ltd will set up a battery energy storage system assembly plant in Nuapada.
- Larson & Toubro received approvals for green energy equipment manufacturing and advanced fabrication facilities in Ganjam.
Odisha approved other notable investment projects as mentioned below:
- Tata Steel will invest 3,329 INR-Crore in an iron ore grinding unit and slurry pipeline in Jajpur.
- Adani Foundation received approval for a 1,000-bed multi-super-specialty hospital in Khurda with an investment worth 2,150 INR-Crore.
- Grasim Industries’ chemical manufacturing unit in Ganjam.
- A textile Mill in Kalahandi.
- Tyre Manufacturing unit in Bhadrak.
These data centers will add to the expanding digital infrastructure pipeline in Odisha alongside significant investments across other sectors. The approved proposals will contribute to broader industrial and infrastructure development activity in Odisha.
